You cant. They have already been set up according to your Windows Login name. I dont think it will let you change it. I dont even think you SHOULD change it because the layout of Document and Settings is set in such a way that some programs rely on that path to install certain files.
Youre going to regret it later on and you will wish you didnt do that.
I would just create a separate JavaPrograms folder and you can just copy things in there instead.How can I change the Default Directory on the Windows XP Command Prompt?

Now, you cant use run then cmd, you would have to use that same icon from the start menu from now on to get to that location.

There are many ways to do that with out even changing the registry.
1. Go into your windows\system32 directory, copy ';CMD.EXE'; to C:\JavaPrograms. When you want to work with java, just go into
C:\JavaPrograms and run cmd.exe, you will see the prompt runs's in it's root directory unlesss you change the exe's properties.
2. Change cmd.exe run settings. go into your windows\system32 directory. Right click CMD.EXE and select COPY. Goto your desktop or wherever you want to access the shortcut and right click and ';Paste Shortcut';. Right Click on your New Shortcut and select PROPERTIES. Click the SHORTCUT tab, edit the START IN field to C:\JavaPrograms now everytime you open the shortcut it will start there.
Alternativly you can Download shelltoys XP, and it will alow you to open command promt from any directory. simply by right clicking in/on the folder and selecting COMMAND PROMPT.
